Asset Transfer

Newmilns Regeneration Association have applied to East Ayrshire Council to asset transfer the derelict building. The asset transfer is dependent on a robust business plan, successful grant funding and support from the local community.


The proposed use of the new building must be self-sustaining in order to be considered for an asset transfer to the NRA.


History of the Site at 2 Brown's Road

Brown's Road is part of the Irvine Valley Walking Trail and the Irvine Valley Loop cycle route, as well as being a favourite route for local walkers and dog walkers, being near the entrance to Lanfine Estate and entrance to the river walk to Darvel.


The existing building is in poor condition and not capable of re-use in it's current state. NRA are of the belief that this prominent site should be brought into community use, rather than demolished or left to deteriorate further.


Although not within the Conservation Area, the site borders it and is adjacent to the Category B-listed Lamlash House. It is therefore proposed that any redevelopment plan acknowledges the history of the site and its proposed future use.


The site has in interesting local history and sits in front of the former houses at Stewart's Place, or "Bedlam" as it was more commonly known. The housing was constructed for navvies who built the railway to Darvel prior to 1850 and uses included Willie Deans' Tailor Shop, then latterly an office for Egoheat heating engineers. Laterally, the cottages and sheds on the site were used as stores and workshops.


The nearby Brown Street was home to many of the former weaving mills where Newmilns historically became a centre for the lace industry.

Location

The junction adjacent the site is the start of several walking routes around Lanfine Estate and beyond. Brown's Road forms part of the Irvine Valley walking trails. The trail begins from Hurlford travelling into Loundoun Hill, through the River Irvine followed by Darvel, Newmilns and Galston.

Our Proposal
Our proposal aims to replace the dilapidated shed which currently occupies 2 Brown's Road. This would include a large flexible space, an accessible WC and a store area.


The planned redevelopment of the adjacent car park would provide parking spaces with electric vehicle charging.


The hall would have a flexible open plan layout to suit different uses. Suggested uses could be a cafe space featuring local produce with local artwork displayed on the walls, studio space for artists and creators; lace and weaving museum, local history museum, community hall or meeting room, fitness & wellness, work spaces, walking centre, bike repair shop.


Massing

The proposed new building would match the existing with a large vaulted ceiling internally with exposed timber scissor roof trusses. The number and size of the existing openings have been replicated. The faux stainless steel "chimney" replaces the masonry chimney.


Materials

The building is clad in a coloured corrugated iron cladding and aluminium framed windows. Industrial materials have been selected throughout reflecting Newmilns' industrial past.


Corten Steel Sliding Screens
An integral part of the design includes sliding corten steel screens to the large south facing window. The screen is perforated with a Flemish bond pattern acknowledging the Flemish refugees who brought the art of handloom weaving to the area. This would create a dramatic pattern of light and shadow internally as the sun sets. The screens can provide privacy, security and transparency when required.


Renewable Energy

The use of renewable energy would be explored in the design including solar panels, renewable heating system etc.


Community Consultation - Sat 19th November 10am - 1pm

A Community Consultation was held in the CHaT Hub, 4 Brown Street, Newmilns on Saturday 19th November 2022, between 10am and 1pm to allow the community to review the proposals and provide their input.


We will also be displaying the proposals on the Tin Shed itself, on the community notice boards and at the Newmilns Christmas Fayre on Saturday 3rd December between 4pm-6pm. The plans will also be on display at our AGM in the CHaT Hub on Wednesday 23rd November at 7.30pm. Paper surveys will also be available to complete at these venues, or from the CHaT Hub, 4 Brown Street.

This event does not form part of a Planning Application and is to obtain the views of the local community. If the asset transfer is successful, NRA will subsequently submit a Planning Application. There will be an opportunity at that stage to make any formal representations to East Ayrshire Council.

The document is available to download below and will also be on display at the AGM on Wednesday 23rd November at 7.30pm in the CHaT Hub, 4 Brown Street, or at the Christmas Fayre in the Morton Hall, on Saturday 3rd December between 4pm and 6pm.

Newmilns Regeneration Association are delighted to release £2,500 from the sixth round of funding from Newmilns Lottery Community Fund. This is our biggest release of funds yet. Applications are now invited from Newmilns groups to apply for part of, or the whole of this fund. Funds must be used for projects or improvements to benefit people living in Newmilns & Greenholm. Application forms are available by emailing lotto@lovenewmilns.org . The closing date for applications is midnight on Wednesday, 29th January 2025. The final decisions on the allocation of funds will be made by the Newmilns Lottery sub-group, and successful applicants will be notified by the end of January. This would not have been possible without the people who participate in the Newmilns Lottery every month, where half of the money raised goes directly to the Community Fund and the other half to prize money. The Process Newmilns Regeneration Association have been working behind the scenes with local artists Frank and Mandy Carty of Artisan Artworks to come up with a proposal for murals which depict the history of Newmilns. We have drawn up a Community Consultation in order to get the views of the residents of Newmilns and would really appreciate your input to our Survey, link at the bottom of the page. This consultation will also be displayed on the Community Notice Boards. We will also be displaying the proposals at the Newmilns Christmas Fayre on Saturday 30th November in the Morton Hall (paper copies of the surveys will also be available here to complete). Artisan Artworks also plan to visit Newmilns Primary School to present and explain the proposals to the children. The survey will run from Sunday 24th November until Sunday 22nd December 2024. The Benefits The aim is to boost footfall to the town, which will, in turn, support the local economy. Across Scotland, mural trails attract tourists from around the globe, and we plan to integrate the Newmilns murals into these broader trails. Frank and Mandy Carty are involved in the Glasgow Mural Trail, a portfolio of 31 murals in the city centre and you can read more about it here Glasgow Mural Trail Additionally, the murals will feature in our Heritage App, currently under development by our Heritage Group, to further enhance their accessibility and appeal. By encouraging visitors to slow down and appreciate their surroundings, we hope they’ll take time to enjoy the art and its connection to the local area and it's rich history in lace weaving. Since the murals are outdoors, they provide an inclusive experience for everyone to enjoy whenever it suits them. We also want to spark thought-provoking conversations through the stories and themes portrayed in the artwork. The Locations It is proposed to site each of the murals on two gable end walls - one facing east and the other facing west. Two potential sites have been identified for the murals, and discussions have already taken place with the owners of both properties, who have indicated their willingness to take part in the project. Site 1 Property adjacent to Lady Flora's at 133 Main Street - currently a private residence and prior to this was the factory of W.W. Wales Ltd, Butcher. Site 2 The Loudoun Arms, gable wall at Castle Street. This is a Category B-listed building, built during the 18th century with links to the Covenanters and Rabbie Burns.

The Christmas Light Switch-on will take place at 6 pm at Kirkgate Gardens, with Newmilns & Galston Brass Band playing in the lead-up to the big switch-on. East Ayrshire Council Application for Disposal of Common Good Property PURPOSE OF The purpose of this consultation is to ascertain public views on the proposal submitted by Newmilns Regeneration Association purchase the Newmilns Townhouse through Community Asset Transfer Process. BACKGROUND COMMUNITY EMPOWERMENT ACT PART 8 2. The application for disposal of this property has to meet criteria set out in Part 8 of the Community Empowerment Act as the Newmilns Townhouse falls onto the Common Good register. Common Good is a type of property that local authorities may have, which has been passed down by former burgh councils. It often has strong historical and emotional value to local communities, as well as its practical use and financial value. The Act places a statutory duty on local authorities to publish their proposals and consult community bodies before disposing of or changing the use of common good assets. NEWMILNS TOWNHOUSE 3. The Newmilns Townhouse is located at 48-50 Main Street, Newmilns. The Townhouses core structure is indicated as being erected in around 1547 given the inscription on the town bell. Originally the building serves as a Tolbooth with the upper floor housing Council Chambers. NEWMILNS REGENERATION ASSOCIATION 4. Constituted in 2014, Newmilns Regeneration Association (NRA) is an East Ayrshire based charity. The NRA works with residents, businesses, and groups of Newmilns and Greenholm, to work towards the second Newmilns and Greenholm Community Action Plan. The organisation's main purposes are: To promote the prevention or relief of poverty for the benefit of Newmilns and Greenholm Promote and work towards the advancement of citizenship or community development for the benefit of Newmilns and Greenholm To advance arts, heritage and culture Promote the provision of recreational facilities and organise recreational activities with the object of improving the conditions of life for the persons for whom the facilities or activities are primarily intended. The charity have, to date, completed a wide range of projects aimed at benefitting the community of Newmilns including; establishing the Newmilns Lottery; refurbishing the former Post Office building; establishing the Newmilns Food Festival.
